Add a rule

Only customer services are checked for drift, uncap and billing. A rule never demotes a service that has both a contracted plan and a policer — that looks like a paying customer whatever its name suggests.

VLAN assignments

Services are keyed by logical unit — the same VLAN id can exist on more than one interface. Changing a type here overrides the rules for that one unit.
